acceligence today announced that David Neuman has joined the firm as Partner and Chief Operating Officer, bringing more than four decades of leadership experience across cybersecurity, global operations, and enterprise transformation.
David previously served as Chair of the firm’s Advisory Board and now joins acceligence full-time to help scale the firm’s operations and lead its cybersecurity service line as the organization continues to expand.
Over the course of his career, David has helped build, secure, and scale some of the world’s most complex organizations – operating at the intersection of technology, national security, and global business strategy. He has led teams across 14 countries and served three combat tours during his time in the United States Air Force, where he commanded the Air Force’s first cyber hunting unit and authored the original concept of operations for Active Cyber Defense.
That mission-first mindset has shaped his leadership approach ever since, combining operational discipline with the ability to navigate high-stakes technological and organizational change.
Most recently, David served as Vice President and Business Security Officer for Global Operations at Dell Technologies, where he led security strategy for a $60 billion global supply chain. In that role, he oversaw the protection and integrity of operations responsible for delivering more than 57 million units annually, while modernizing supplier security programs and publishing the company’s first zero-trust architecture for manufacturing.
Prior to Dell, David served as Chief Information Security Officer for both iHeartMedia and Rackspace. At Rackspace, he led full-spectrum cybersecurity defense operations protecting more than 300,000 customers globally while helping guide the company through a $4 billion private equity acquisition and multiple large-scale integrations.
David also spent time in professional services as Executive Director and Chief Operating Officer of the Americas Cybersecurity Practice at EY (Ernst & Young). There, he helped industrialize a 1,000-consultant organization and developed and oversaw growth strategies for the $500 million practice.

As Partner and Chief Operating Officer, David will oversee the firm’s internal operations and delivery model, focusing on scaling consulting capabilities, strengthening operational resiliency, and advancing the industrialization of the firm’s AI-powered management consulting services.

David is a Certified Information Systems Security Professional (CISSP) and a Distinguished Graduate of the Naval War College. David serves as an Adjunct Professor at the University of Texas at San Antonio, teaching concepts and methods in cyber operations, and lives in San Antonio, Texas, with his wife Sharon.
